Dr. M.R.K. Prasad

Professor of Law

Dr. Prasad is a leading expert in clinical education in India. He is the first recipient of the Vanderbilt-Fulbright Scholarship in Clinical Legal Education. He joined V.M. Salgaocar College of Law in the year 1996.

Over the course of his career, he has served as Principal from 2015 to 2020, Dean Faculty of Law, Goa University, and Chairman Board of Studies in law, Goa University. He served as a Professor of Law at the Indian Law Institute, New Delhi, for a year. He is instrumental in establishing and functionalizing Community Legal Aid Clinics set up by a law college in the community. For this initiation, V.M. Salgaocar College of Law received “The Institutional Excellence Award 2011” from SILF (Society of Indian Law Firms) and MILAT (Menon Institute of Legal Advocacy Training).

He was a member of the core team to design and teach in Winter Intersession India International & Comparative Human Rights Law Practicum, a joint venture between law schools in India and the United States. He was a member of the Committee constituted by Chief Justice of India & Patron-in-Chief, NALSA, for preparing SOP/Guidelines for the Legal Services Institutions engaging Legal Aid/Services Clinics set up in the Law Schools, Colleges, and Universities in India; member of Goa NGO Accreditation Committee, Constituted by the Women and Child Department, Government of Goa; member of the Goa State Commission for Protection of Child Rights; and Member of Committee to Draft Goa State Prison Rules. He has been the Chairman of the Committee on Consultation and IPR, Goa University, 2012, and a Member of the Expert Committee for Diploma in Legal Literacy Program, IGNOU, Delhi, 2007. He is the National coordinator to conduct National rounds of the Brown Mosten International Client Consultation Competition. Currently Member of Doctoral Research Committee, Karnataka State Law University, Karnataka, and a Social Impact Assessment Team member, Goa.
He is a member of several international organizations, such as the Global Alliance for Justice Education, the International Council of Jurists, and the South Asian Forum of Clinical Law Teachers. He was the coach for the teams that participated in ADR International Mooting Competition organized by City University Hong Kong and ICC International Commercial Mediation Competition, Paris and Vienna.
He was a Member of developing e-content on Access to Justice for the University Grants Commission’s Project on E-Pathshala for Post Graduate Courses in Law. He also contributed to Course Content for School of Law, Indira Gandhi National Open University, and University Grants Commission. He has published several scholarly articles and essays in leading law journals, including Clinical Law Review, Journal of Indian Law Institute, and Delhi Law Review, apart from regularly contributing to the Annual Survey of Indian Law since 2012.

During his tenure, he was the founding Director of ADR Board; Chairman of Legal Aid Society, July 2001 to 2004, and 2007 to till 2010 and 2012 to 2014(Coordinating activities of Society and imparting training to students in legal aid and community lawyering); and founding Chairman, V. M. Salgaocar College of Law Moot Court Society. Dr. Prasad completed his graduation in B.A. Economics from Nagarjuna University, LL.M. from Vanderbilt University, Nashville, USA, and Ph.D. from Goa University. At V.M. Salgaocar College of Law, he has taught Contracts, Constitutional Law, Law of Evidence, Negotiation, and Dispute Resolution.
